Two of us received the 6 points for most gold, when there was not a tie.

It's not a bug, there is a tie. The unused power cards count as 1 gold each. So you are both at 39. If he uses a card during his scoring then you would get it to yourself.

You have 39 gold total he has 35 + 4 cards(gold) for know if he uses one of his cards he'll have 4 gold not 6
