As far as I knew, a player can trade in power cards for money at any time they would need money. So, if I am buying farmers and bricks I should be able to trade in power cards to make these purchases. I do not see the option when it comes around to my turn to buy stuff. I do see these options shown when bidding for territory and when offering to Ra

Secondly I guess this is more of a presentation thing, but when I offer the same amount as someone else then the tie is supposed to be broken by who is the first player that round (Whoever has the better turn order), but the UI lists my manipulation of the total offering in with my offering. I guess this isn't a bug as it made me think that the game was punishing me for downgrading the total offering.

If you look just above the list of power cards you should see a link to sell them.

And although it lists the adjustment with the offering, it doesn't calculate rewards off of that. The listing is there to show how it arrived at the total.
