How about a lose your turn feature ?, This feature is implemented on other turnbased sites, for example 3 days, or 7 days, or whenever, if a person has not made a move, then they lose there turn, and the game can continue on. Seems simple enough to implement, and would take care of quitters.

or even an option to end/trash the game after 14 days with no movement by the last player, like yucata does?
