When inputing my offering with a change the offering power card in hand, the right hand 'steal' box has the dialogue:

Steal 3 gold from the offering

Play a change the offering
power card?

yes [] no []

[steal]

Whereas the LEFT hand dialogue box has the controls to play, offer or keep the Change the Offering Power card. I opted to play it but it is still shown as in my hand.

It doesn't actually get applied until everyone has made their offer, but you have to include it at the time of your offer.
