The proxy server rotation depends on the provider.

the first type of proxy; some providers provide you with new proxies every X days, this is called rotation.

The second type, which is generic, just gives one Ip address, static, but it connects to different IP addresses within X minutes, determined by the port.

The third type is the same as the second, but it changes not every X minutes, but every session, so a new session, a new IP address, using the same static IP address and port.

When using their instahub, it's the same as a normal static proxy server, after all, it's just a single static IP address that is entered into the account details.
