| What is the meaning of the red and grey perimeters around the temples? Is it a mistake to think they're special and hoard them with workers? |

I think I know which perimeters you are referring to, so I'll try to answer this question.
Taking this completed game as an example:

There is an 8 and a 7 temple with a grey perimeter, there is also a 9 with a white perimeter and a 7 with a red. All those temples have had guards placed on them. Which means the player who's color matches the perimeter has complete and unalterable control over that temple. So you should not place any workers in that hex.
