Obviously it's free but when you move your mouse the mouse over the canal says "Canal #15: Pay $1 Escudo"
it doesn't charge you or anything just the text should say
"Canal #15: Place for free" or something like that. |

also on the same token
during Bribe the Canal Phase if someone has $0 it should pass on them automatically.
Currently it says
Propose a location for the new canal, or [pass]:
and if someone selects a canal no money shows up which is correct but it'd just make the game go by a tad faster if it automatically skipped that person. |
